Mostly, yes. If you are asking “is cereal ultra-processed?”, the honest answer for the UK cereal aisle is that most flaked and extruded cereals are typically NOVA 4 — but plain porridge oats are not, very simple wholegrain wheat biscuits sit close to the other end of the scale, and no verdict holds without reading the specific box. The same question keeps coming back in different forms — is Weetabix UPF, is granola ultra-processed — and the same rule answers all of them: the ingredient list decides, not the brand and not the aisle.
Is breakfast cereal ultra-processed?
Under the NOVA classification— the framework developed by Carlos Monteiro and colleagues and adopted in the FAO's 2019 report — foods are grouped by the extent and purpose of industrial processing, not by their nutrient content. Group 1 is unprocessed or minimally processed food. Group 4, ultra-processed food, covers industrial formulations made mostly from substances derived from foods plus additives, with little or no intact whole food. Monteiro's own examples of group 4 include most breakfast cereals.
Why do most cereals land there? Two reasons. First, the process: flaking and extrusion are industrial techniques that break grain down and reconstitute it into shapes, hoops and puffs. Second, and more decisively, the formulation: extruded and flaked cereals commonly carry added sugars, flavourings, sometimes colours, and occasionally emulsifiers. Under NOVA, flavourings, colours and non-sugar sweeteners are cosmetic additives — their purpose is to enhance or imitate sensory qualities — and any one of them is enough to place a product in group 4.
Note what is not on that list. Preservatives, antioxidants and stabilisers used purely for durability do not by themselves make a food ultra-processed — NOVA explicitly permits them in group 3. And NOVA is a four-group category, not a graded scale: a cereal with one flavouring is group 4, and a cereal with five additives is not “more” group 4. One marker draws the line; counting past it adds nothing.
Fortification is not the problem
This is the nuance most cereal commentary gets wrong. Nearly every mainstream UK cereal is fortified — B vitamins, iron, vitamin D — and fortification does not decide the NOVA group. Added vitamins are not a cosmetic additive. A cereal is NOVA 4 because of its sugars, flavourings and colours, not because of its added iron. It cuts the other way too: a fortified cereal is not automatically healthy because of the vitamin panel on the side of the box. The two questions — how processed is this, and how nutritious is this — are related but separate, and Cull scores them separately.
Is Weetabix UPF? The wheat biscuit question
Plain wholegrain wheat biscuits — the Weetabix-style block that anchors the British breakfast — are typically among the simplest products in the cereal aisle. The ingredient list on this kind of cereal is usually short: wholegrain wheat dominates, with small amounts of other ingredients and added vitamins. That puts plain wheat biscuits far closer to the minimally-processed end of the aisle than any chocolate-flavoured hoop.
We will not declare a NOVA group for a named brand without the label in front of us, and neither should anyone else. Whether a specific box of wheat biscuits codes as NOVA 3 or NOVA 4 depends on its exact recipe, and reasonable coders can disagree at that margin — more on that below. What holds either way: plain wholegrain biscuits with no flavourings, colours or sweeteners are one of the exceptions worth knowing about. Check the box. The flavoured and chocolate variants of the same brands are a different conversation — added flavourings typically move them firmly into NOVA 4.
Is granola ultra-processed? The health halo problem
Granola is the cereal aisle's best marketing trick. Oats, nuts, seeds — it photographs like health food. But most supermarket granolas are typically NOVA 4, for the least glamorous of reasons: added sugars or glucose syrups binding the clusters together, plus flavourings. The base ingredients are excellent; the formulation around them is what NOVA objects to.
The contrast with the raw material is the point. Roll granola back to its components — oats, nuts, a little honey, baked at home — and you have a minimally processed food with some added sugar. Buy it as a formulated product and you are usually buying a group 4 item with a group 1 photograph on the front. Neither is a moral failing. But they are not the same food, and the box price and the halo suggest otherwise.
The exceptions: porridge oats and plain wholegrains
Plain rolled oats and porridge oats are NOVA 1 — grain, rolled and steamed, nothing added. They are the cheapest thing in the cereal aisle and the least processed, which is a rare alignment. Plain shredded whole wheat with no additives sits in the same territory. If avoiding ultra-processed food at breakfast matters to you, the exceptions are hiding in plain sight on the bottom shelf.

What to check on the label
Thirty seconds with the ingredient list settles most of it. Look for:
- Added sugars and syrups— sugar, glucose syrup, invert sugar, honey coatings. Common in flakes, clusters and granola.
- Flavourings— the word “flavouring” anywhere on the list is a NOVA 4 marker.
- Colours and sweeteners— cosmetic additives, and decisive ones.
- Ingredients you would not use at home— maltodextrin, protein isolates, hydrolysed proteins.
- What not to worry about— added vitamins and minerals, and a lone antioxidant used for freshness. Neither decides the group.

The honest caveats
Two things the cereal discourse routinely skips. First, the evidence linking ultra-processed food to poor health is large but overwhelmingly observational: a 2024 umbrella review in the BMJ covering around 9.9 million participants found higher UPF exposure consistently associated with 32 adverse health outcomes — associated, not proven to cause. The UK's advisory committee SACN reviewed the evidence in 2023 and again in 2025 and held that it should be treated with caution, pointing instead to energy, saturated fat, salt, sugar and fibre. A sugary NOVA 4 cereal and a wholegrain NOVA 4 cereal are not nutritionally equivalent, and NOVA alone will not tell you which is which.
Second, NOVA itself has real reliability limits. When over 150 experts classified the same foods in a 2022 study by Braesco and colleagues, agreement was only “fair” — a Fleiss kappa of roughly 0.32 to 0.34. Borderline products, and a plain wheat biscuit is exactly that kind of product, can land in different groups depending on who codes them. That is a reason to read labels and hold verdicts lightly, not a reason to ignore processing altogether.
