Are fish fingers and chicken nuggets ultra-processed? In the packs Cull has scanned on UK shelves, plenty of them are — but the honest answer is that this category splits, and that NOVA itself points one way while the ingredient list often points another. NOVA's published examples of group 4 name fish and poultry sticks and nuggets explicitly, so a classifier working from those example lists places every fish finger and every nugget in group 4 without opening the pack. Reading the label instead, a product made from whole fish fillet with a crumb of wheat flour, oil and salt is arguably a processed food, NOVA 3. Products built from minced or reformed fish or meat, or carrying flavourings, colours or an emulsifier and stabiliser system doing a cosmetic job in the coating, typically read as NOVA 4.
That tension is worth stating up front rather than smoothing over. It is the same conflict we set out in our post on sausages and bacon, and fish fingers are the freezer-aisle version of it.
How NOVA sorts a coated, frozen food
The NOVA classificationgroups foods by the extent and purpose of industrial processing, not by nutrients. Group 1 is unprocessed or minimally processed food — a cod fillet, a chicken breast, and, as we covered in frozen vegetables, freezing does not move a food out of it. Group 2 is culinary ingredients: salt, sugar, oils, butter, vinegar. Group 3 is processed food — group 1 foods with group 2 ingredients added, usually to preserve them or make them ready to eat. Group 4 is ultra-processed food: industrial formulations built from derived substances and cosmetic additives.
Applied to a fish finger, that reading is fairly mechanical. Fish is group 1. Wheat flour, breadcrumb, oil and salt are ordinary kitchen ingredients. Coating a fillet and freezing it is a way of making it ready to eat, which is what group 3 exists to describe — the same logic that keeps tinned fish and traditional cheese out of group 4. On that basis, a pack listing cod fillet, breadcrumbs, wheat flour, sunflower oil and salt carries none of the group 4 markers the framework names, on the ingredient list as written — coatings vary, so it is worth reading the full label rather than the front of the box.
The conflict, stated plainly
Here is the complication. Monteiro and colleagues' 2016 NOVA paper, and the Open Food Facts NOVA reference that echoes it — both linked below — name fish and poultry sticks and nuggets among the examples of group 4. Read that way, the category is settled before the ingredient list is opened: a fish finger is a reconstituted convenience product, and the framework's authors treated it as one.
Our reading is the ingredient-list one. Where a pack contains whole fillet and a plain crumb, group 3 looks like the more defensible verdict, because the things NOVA defines as ultra-processing markers are absent. That is an interpretation of the framework rather than a correction of it, and reasonable assessors land differently on it. The strict reading, taken from the published example lists, gives group 4. The reading the definitions produce when applied line by line depends on the pack. Both are worth knowing, and we would rather say so than pretend the disagreement is not there.
Fillet versus reformed: the line that usually matters
On the ingredient-list reading, the first question is what is under the crumb. Some products are cut from a whole fillet, and the pack usually says so. Others are made from minced, chopped or reformed fish or meat, pressed back into a stick or a nugget shape. Reforming is not automatically ultra-processing — mincing is a mechanical step, not a cosmetic one — but it rarely travels alone. Holding a reformed block together and making it taste and look like the whole thing is typically what brings in flavourings, colours and cosmetic emulsifier systems, which are the group 4 markers. It also brings in binders, which on their own are not.
Chicken nuggets sit further along that line than fish fingers. In the packs we have scanned they are commonly built from reformed or minced chicken with a seasoned, often battered coating, which frequently carries flavourings or colours with it — though a batter can also be seasoned with salt and spices alone, so the ingredient list is what settles it. A breaded whole chicken breast fillet is the more arguable case, and it is worth turning over to check. Either way, NOVA's own lists name poultry nuggets as group 4, so a classifier working from the published lists will typically not entertain the argument.
What in the coating typically decides it
The batter and crumb are where most of the group 4 markers hide. The ones to look for:
- Flavourings and flavour enhancers— listed as “flavouring”, or as a flavour enhancer in a seasoned batter; yeast extract is often read the same way. Flavourings and enhancers are cosmetic additions rather than functional ones, and are a standard group 4 marker.
- Colours— used to give a coating the golden look it would not have from flour alone.
- Emulsifier and stabiliser systems used cosmetically — not a single additive keeping a product stable, but a set of them holding a texture together.
- Industrial ingredients— protein isolates, hydrolysed proteins, maltodextrin, modified starches, glucose-fructose syrup. These are the clearest group 4 signals the framework offers.
Plain starch, flour, raising agents, acidity regulators and a preservative or antioxidant used for safety are not group 4 markers on their own. That is a distinction UPF writing often blurs, and it is the same one we set out in our guide to spotting ultra-processed food on the label.
We are deliberately not naming which ranges fall where. Recipes change, and from what we see when scanning the freezer aisle a short ingredient list and a long one often sit within a metre of each other. Or let the app read it for you. The separate question: are they any good for you?
Independent of the NOVA group, there is a nutrition read worth doing. Salt in the coating, the saturated fat picture, the ratio of fish or chicken to batter, and whether they go in the oven or the fryer are all questions NOVA says nothing about. A fish finger that lands in group 3 can still be salty. A nugget in group 4 still supplies protein. The two checks answer different things, and the useful habit is running both.
How confident should you be in any of this?
Moderately. NOVA coding is less reliable than it looks: when 159 and 177 evaluators classified two lists of foods in a 2022 study, agreement was only fair, with Fleiss kappa values of 0.32 and 0.34. The study does not tell us which foods drove the disagreement. Our own view is that coated, reformed convenience foods are the kind of item where assessors can reasonably differ.
The health evidence deserves the same care. A 2024 umbrella review in the BMJ, covering around 9.9 million participants, reported associations between higher ultra-processed food intake and a range of adverse outcomes, with the certainty of the evidence varying considerably between them. These are observational associations, not proof of cause. The UK's advisory committee, SACN, set out a position statement in 2023 and published a rapid evidence update on 2 April 2025; it found the associations concerning but concluded that limitations in the evidence make it unclear whether processing itself is responsible, rather than these foods simply tending to be high in energy, saturated fat, salt and free sugars.
The practical reading is modest. Buying the pack that lists a whole fillet and a short crumb is a reasonable habit, and it usually means more fish and less coating. It does not make the strict NOVA answer wrong, and a group 4 verdict is not on its own a reason to drop a food from the week. The salt and saturated fat on the pack are the separate check. Knowing which group the box is in is information, not a verdict.
